NYC Carpenters Endorse Christine Quinn for Mayor


Union of Skilled Carpenters, Dockbuilders, Cabinet Makers, Industrial Workers and More Calls Quinn “A Proven Progressive Leader With A Record of Actually Delivering for Working New Yorkers”

(August 30, 2013) – Today, the 25,000 member New York City District Council of Carpenters endorsed Christine Quinn to be the next Mayor of New York City. In endorsing Quinn, the union pointed out that she is the only progressive in the race who actually delivered for working men and women in New York. The announcement was made on the steps of City Hall where Quinn was joined by New York City District Council of Carpenters Executive Secretary-Treasurer Pro-Tem Steve McInnis.

“There are a lot of folks in this race who talk about being progressive, but there is only one in the race who has actually delivered progressive results for working New Yorkers,” said McInnis. “Chris embodies everything we look for in a progressive leader –she doesn’t talk about being a progressive, she delivers like a progressive. Whether it was her leadership in ensuring large scale rezonings resulted in prevailing wage jobs or her plan to build 40,000 more middle income housing units, we know Chris is the best choice to move our city forward in the right direction.”

In receiving the union’s endorsement, Quinn stated “I’m honored to have the support of these hardworking members of the District Council of Carpenters. These are the men and women who literally build our homes and keep our ships afloat and they are what makes New York the great city that it is. They recognize that while some people talk out of both sides of their mouth about being progressive, there is one candidate in this race who has actually delivered progressive results that working men and women of this city.”

The Union is comprised of eight local chapters, including Staten Island Chapter Local 20; Queens Carpenters Local 45; Floorcoverers Local 2287; Brooklyn Chapter 926; Timbermen, Carpenters, Hod Hoist Carpenters, Core Drillers Dockbuilders, Pier Carpenters, Shorers, House Movers, Pile Drivers, Divers, Tenders and Foundation and Marine Constructors Greater New York area Local 1556; Manhattan Local 157; Cabinetmakers and Industrial Workers Local 2790; and Millwrights Local 740. Today’s endorsement complements a long list of union support Quinn has received in her campaign for mayor, including the New York Hotel and Motel Trades Council, AFL-CIO (HTC), SEIU 32 BJ, RWDSU, UFCW Local 1500, UAW Region 9, Teamster JC 16, Sanitation Workers Union Local 831. This announcement also comes after Quinn has received support from dozens of local elected officials, local and national organizations and the New York Times, Daily News and New York Post.



Pursuant to the Bylaws of the New York City and Vicinity District Council of Carpenters (the “District Council Bylaws”), Paragraph 5.k of the Stipulation and Order entered on June 3, 2010, in United States v. District Council, et al., 90 Civ. 5722 (SDNY) (RMB) (the “Stipulation and Order”) and the Order of the District Court issued on August 15, 2013, authorizing modified election rules, please be advised that the Review Officer (“RO”) will conduct a special election for the balance of the term of the office of District Council Executive Secretary-Treasurer (“EST”) which expires on January 11, 2015, as follows:

On August 27, 2013, each prospective candidate may begin to gather signatures of members in good standing on the nomination form (petition) available from the RO’s office on the 9th floor of 395 Hudson Street.

Prospective individual candidates who have collected at least 150 signatures must submit their nominating petitions to the RO by September 13, 2013.

On September 25, 2013 starting at 5:00 p.m., at the District Council, 395 Hudson Street, New York, New York 10014 (2nd floor), a nomination meeting will be held at which candidates approved by the RO may accept or decline nominations for the office of District Council EST.

The American Arbitration Association (“AAA”) will mail ballots to all eligible members on October 21, 2013.

All ballots must be returned to the AAA by 5 o’clock p.m. on November 14, 2013.

Ballots will be counted at the office of the AAA, located at 120 Broadway, 21st Floor, New York, New York, on November 15, 2013.

Special Election Notice for Executive Secretary-Treasurer

In response to Review Officer Dennis Walsh’s (“R0”) August 14, 2013 letter application ("Application”) noting that it is “in the best interests of the Union to seek to fill the [Executive Secretary-Treasurer] vacancy as soon as possible," the Court hereby approves the request for a special election suspending certain election rules required by the District Council Bylaws as outlined in the Application and in conformance with the schedule set forth in the Application.

Elections will be held on Monday, June 24th 2013 from 1:00PM to 7:00PM at the same location as nominations.

The term of these offices will be three (3) years from July 2013 till July 2016
This is a secret ballot election, votes will be counted immediately upon closing of polls

Any member wishing to be nominated must be in good standing with the Local for at least the past twelve (12) months. All members of Local 2790 are encouraged to participate in the democratic process within our Local and District Council.


District Council’s Statement on RO’s Veto Removing Executive Secretary-Treasurer from Office

On Monday, April 29th, Michael Bilello, Executive Secretary-Treasurer of the New York City & Vicinity District Council of Carpenters was vetoed by the court appointed Review Officer Dennis Walsh under the authority of the Stipulation and Order entered on June 3, 2010.

Stephen McInnis, President of the New York City District Council of Carpenters, after consulting with the District Council’s Executive Committee, will appoint an interim Executive Secretary-Treasurer in accordance with the Constitution of the United Brotherhood of Carpenters and Joiner of America until an election takes place. The schedule of elections to fulfill the vacancy of the EST will be directed by Review Officer Walsh as per the Stipulation and Order.

The New York City & Vicinity District Council of Carpenters will continue to serve and represent our membership with integrity. We will continue to keep you informed of any new developments.
